BASIC QUALIFICATIONS:
• Bachelor’s degree plus 2 -3 years of combined legal and administrative experience OR equivalent qualifications acquired through coursework and/or related job experience.

ESSENTIAL FUNCTIONS:
Assists Conservancy attorneys in providing legal services, especially in the area of Operations, to the South America and Mesoamerica & Caribbean Conservation Regions by performing complex work that requires knowledge of legal concepts. Essential functions include providing support for legal operations matters, including Powers of Attorney, corporate registration of programs within the regions, income and donations taxes and exemptions, donations procedures, and in general ensuring corporate compliance of programs with local laws and requirements as well as with applicable internal Conservancy Policies and Procedures. This position requires significant communication and contact, both written and oral in English as well as Spanish or Portuguese, with all levels of Conservancy staff, attorneys, government officials and members of the public. The International Paralegal II works in a team currently comprising six attorneys that each focus on specific countries, six paralegals that each specialize in a specific topic, and one administrative assistant. The position is supervised by a Senior Attorney and supervises no staff.

DUTIES INCLUDE:
• Coordinate with regional program, finance and operations and legal staff to maintain local corporate registration.
• Identify instances of non-compliance with local laws in program operations and provide support to rectify these instances.
• Review and comment on reports regarding program compliance with local operations laws.
• Maintain accurate computer and manual records.,
• Maintain effective organizational and tracking systems for all projects and communications.
• Draft and review a wide variety of correspondence, memoranda and legal documents under the direct supervision of an attorney.
• Perform accurate translations of legal documents as needed.
• Provide backup as required when other team members are unavailable.
• May provide assistance in training staff.

KNOWLEDGE/SKILLS:
• Bachelor's degree 2-3 years of combined legal and administrative experience, or equivalent qualifications acquired through coursework and/or related job experience.
• Demonstrated ability to comprehend and work with complex legal documents and transactions.
• Demonstrated organizational and project management skills, including the ability to work with diverse competing priorities and meet deadlines.

• Coordinate multiple diverse projects with many variables, set realistic deadlines, and manage a timeline.
• Performs tasks that require recognition, evaluation, organization, analysis and communication of relevant facts and legal concepts.
• Independently manages and coordinates legal department transactions and workflow.
• Serve as a resource and point of contact for Conservancy staff regarding projects and related legal issues.
• Consult with supervisor to develop plans for resolution of unusual or complex problems.

DISCRETION/LATITUDE/DECISION-MAKING:
• Work independently without requiring detailed management review of general work.
• Performs tasks under general supervision of a Conservancy attorney or other legal team staff.
• Demonstrate common sense, flexibility and teamwork with the ability to exercise superior judgment.
• Refer difficult questions and unusual problems to supervisor and/or other team attorneys.

RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY:
• Request quotes for legal opinions and obtain program approval for expenses before incurring them.
• Coordinate with the Administrative Assistant to request and process company checks and petty cash for legal expenses.

COMMUNICATIONS/INTERPERSONAL CONTACTS:
• Ability to work with and communicates effectively with all levels of staff, attorneys, government officials, professionals, and the public.
• Requires bilingual abilities and multi-cultural sensitivities.
• Excellent oral and written communication skills. English and either Spanish or Portuguese fluency required including the ability to draft and review documents and participate in conference calls in both languages. Ability to make accurate translations of correspondence and reports.
• Provides other legal, regional and program staff with complete and concise information they need to make accurate and timely decisions.

FEDERAL CAREER INTERN PROGRAM OPPORTUNITY

PARALEGAL SPECIALIST POSITIONS

The Civil Rights Division of the Department of Justice is seeking individuals with strong analytical and written and verbal communication skills to serve as paralegal specialists in a variety of sections in Washington, D.C. The Division is primarily responsible for enforcing federal statutes and executive orders that prohibit unlawful discrimination through civil litigation, consent orders, settlements, technical assistance, public outreach and education programs. Since the Division was established in 1957, it has played an important and exciting role in the passage and enforcement of our national’s civil rights laws. More information about the work of the Division and its sections may be found at http://www.usdoj.gov/crt/crt-home.html.

Paralegal specialists work closely with attorneys, investigators and other staff to fulfill the Division’s mission. The duties of the paralegal specialist position vary depending on the specific work of the particular section, but generally include: conducting legal and factual research; interviewing potential witnesses; reviewing and analyzing substantive information and materials, such as statistical information and transcripts of trial or deposition testimony, and communicating that analysis – both verbally and in writing (through memoranda, letters and other documents); organizing and maintaining files; and utilizing computer databases to conduct research. Frequent travel may be required.

These paralegal specialist positions are entry-level career development positions for two-year excepted service appointments through the Federal Career Intern Program (FCIP), and may lead to conversion to permanent appointment for individuals who perform satisfactorily during that two-year period. These positions are at the GS-5 ($30,386) to GS-7 ($37,640) level, depending on qualifications, and incumbents participate in a training and development program.

Minimum qualifications: For GS-5: a bachelor's degree or a 4-year course of study leading to a bachelor’s degree in any field OR three years of work experience, including one year of experience performing duties related to these positions. For GS-7: 1 full year of graduate level education or a bachelor’s degree with superior academic achievement OR one year of specialized experience performing duties related to these positions. Superior academic achievement means (1) standing in the upper third of your college class or major subdivision, (2) a grade point average of at least 3.0 on a 4.0 scale, or (3) election to membership in one of the national scholastic honor societies (other than freshman honor societies) that meets the requirements of the Association of College Honor Societies.

Strong analytical, written and verbal communication, and organizational skills are preferred. Research skills are desirable. Proficiency speaking and writing minority languages (including Spanish, Asian languages, Native American languages, and Alaskan Native languages) is desirable, but not required, for some sections within the Civil Rights Division where such language skills would contribute significantly to the work of the section.
